A Need for Compliant to Fire Safety Regulations
Introduction
A Fire Certificate (FC) is usually required for buildings that pose a fire risk due to their size, purpose, or occupancy type. In Malaysia, owners or occupiers of certain premises, like commercial buildings, factories, or high-risk establishments must apply for an FC to ensure compliance with fire safety regulations.
Sub-Regulation 2(1)(a) of the Fire Services (Fire Certification) Regulations 2001 [P.U.(A) 241/2001] provides that an FC application must be accompanied by a certification of the establishment of an OKK. Sub-Regulation 6B(2) of the same regulation states that the OKK must consist of at least:
- One (1) fire safety manager (FSM)
- At least three (3) fire safety officers (FSO)
The strategy planned under this initiative is to enhance self-regulatory compliance through fire safety management in the premises as determined by the OKK itself. Additionally, the establishment of the OKK will also be enforced to create a community that acts as risk assessors and citizen life savers through FSMs and FSOs, who serve as the front line of fire safety.
Duties of Fire Safety Manager (FSM)
- Prepare a Fire and Emergency Action Plan for designated premises.
- Ensure that a copy of the Fire and Emergency Action Plan, along with all related records and documents, is kept at the fire operations center.
- Conduct fire drills at designated premises at least once a year.
- Conduct any fire safety and emergency-related courses or training for occupants of designated premises at least once a year.
- Ensure that all OKK officers at designated premises and occupants of designated premises comply with the fire safety requirements outlined in the Fire and Emergency Action Plan.
- Supervise the maintenance of firefighting equipment or fire safety installations at designated premises.
- Ensure that at all times, the occupancy load of designated premises does not exceed the capacity set under any written law.
- Instruct any fire safety officer to inspect all firefighting equipment or fire safety installations at designated premises.
- Eliminate or cause to be eliminated any fire hazards found at designated premises.
- Supervise fire extinguishing training activities conducted regularly at designated premises.
- Prepare a fire safety guidebook for residents of designated premises.
- Conduct annual fire safety campaigns, training sessions, courses, competitions, contests, and various activities to foster and maintain residents' interest in creating a fire-safe environment at the premises.
Duties of Fire Safety Officer (FSO)
- Instruction: Comply with fire safety requirements.
- PKK System: Ensure that all equipment is maintained and remains in good condition.
- Routine: Conduct weekly inspections as directed by the fire safety manager.
- Reporting: Eliminate or cause to be eliminated any fire hazards found.
Certification and Training
FSM and FSOs must attend courses as directed by the Director of the Fire and Rescue Department of Malaysia (JBPM).
Registered OKK Course Training Providers Under HRD Corp
HRD Corp registered training providers refer to companies or organizations that act as training vendors to employers registered with HRD Corp.
HRD Corp registered employers are allowed to claim for training attended under the administration of HRD Corp registered training providers.
Function and Roles of OKK

Before
Ensure the fire safety equipment are in good condition
Inspect the workplace every three months to spot any safety risks or fire hazards. If there are concerns, discuss them quickly and propose solutions to the employer to fix those dangers.

During
To extinguish fire if able to
Report the emergency and go to the fire alarm panel in the control room. Confirm the fire location, try to control or extinguish it, gather evacuation updates from fire wardens, and inform the fire officer at the building’s main entrance.

After
To restore used or damaged equipment
Report any fire or emergency to JBPM, quickly fix the PKK system to restore normal operations, and study past incidents to improve future safety measures.Ensure firefighting systems and equipments are promptly repaired and replenished as required to maintain operational readiness.
Implementation of OKK
Setting up a Fire Safety Organization (OKK) in designated premises isn't just a formality. It's a key requirement for obtaining a fire certificate (FC). Think of it as a stamp of approval that your building meets fire safety standards!
According to Section 27 of the Fire Services Act 1988 (Act 341), certain premises, based on their size, purpose, or location, must have a fire certificate under the Fire Services (Designated Premises) Order 1998 [P.U.(A) 276/1998]. This ensures the building is well-prepared for fire emergencies and meets safety regulations.
The duty of the owner, occupant, or person with full management authority is to provide information to the Fire Safety Organization (OKK) at the premises.
Providing the Fire Safety Organization (OKK) with firefighting equipment or fire safety installations.
Providing information related to fire safety and emergencies.
Notify the Director General in writing of any changes in the appointment of FSM or FSO within fourteen days from the date the change occurs.
Appoint a new FSM or FSO within thirty days from the date of resignation or termination of any fire safety manager or fire safety officer.
